Hospitals, shopping malls, hotels, cinema theatres, multiplexes and restaurants in Punjab will now have to take fire NOC after three years. After giving relief to the industries, the Punjab government has now abolished the condition of taking fire NOC every year for commercial buildings as well. Also, residential buildings will now have to take fire NOC after three to five years in different categories.
The state government has implemented the Punjab Fire and Emergency Services Rules 2025, in which these provisions have been made. Also, now the fire NOC fee will also be revised. With the extension of the NOC period by three and five years, now the government will get lump sum revenue in the form of fees. This is the reason why the government is now preparing to give people a discount in fees as well.
At present, a fee of Rs 30 thousand has been fixed for a 100-bed hospital, which can go up to a maximum of one lakh rupees with increasing the bed capacity. A fee of Rs 50,000 has been fixed for multiplexes having an area of up to one acre, which can go up to a maximum of Rs 2 lakh.
Now commercial and residential buildings may soon get some relief in fees. Apart from this, the buildings whose fire NOC period has been increased by one year to three years include offices, banks, architects, engineers, doctors, lawyers’ business establishments, post offices, police stations, clinics, shops, stores, departmental stores and underground shopping centers etc.
According to the local body department, fire drawings and plans prepared by qualified architects will be accepted. There will be no need to get the fire drawings checked by any other consultant or agency. Under the new rules, building owners will get great relief, because earlier the sword of sealing used to hang over their buildings every year.
Period extended from three to five years for residential buildings too
Similarly, the period of NOC for residential buildings has also been increased from three to five years, whereas earlier these buildings had to take NOC every year. Now NOC will have to be taken after five years for lodging and rooming houses with a height of 15 meters. Buildings with stilt parking and a height of 17.5 meters will also be included in this category. Houses in which rooms are rented out are included in the category of lodging and rooming houses.
Similarly, for apartments with a height of 15 to 45 meters, NOC will now have to be taken every three years. Earlier, NOC had to be renewed every year in both these categories. Also, buildings with a height of more than 45 meters will have to take NOC after one year as before. These buildings have been kept in the category of high-risk buildings..
