In the case of a headless body found in the Improvement Trust’s number 7 scheme 12 years ago, the District Court of Gurdaspur has issued summons to ADGP Ram Singh and Aam Aadmi Party MLA and then IPS Kunwar Vijay Pratap Singh to appear in court, while warrants for the arrest of DSP Yadvinder Singh have been issued by the court at that time. Apart from this, summons have also been sent to many other police personnel to appear in court.

Let us tell you that in this case, on the charge of murder of a woman, her husband and her family members were detained and tortured by the police. Later, the said woman was found alive. To implicate his son-in-law, the father-in-law killed another woman and made her wear his daughter’s clothes.
Complainant Manoj Kumar told that he was married to Goldie, daughter of Bua Masih, resident of village Maan Chopra. However, Manoj’s father-in-law wanted to get his daughter married to some other boy. Therefore, he intended to implicate Manoj in a false case.
In order to implicate Manoj Kumar and his other relatives, Bua Masih, father-in-law of Manoj Kumar, in collusion with the complainant’s wife and other relatives, murdered a woman named Darshana alias Gogan on the night of 11 December 2011 and beheaded her. They removed the clothes from the dead body and put the clothes of Manoj’s wife Goldie on the dead body of Darshana alias Gogan. Manoj’s in-laws had political influence. He lodged a false complaint in City Gurdaspur that Manoj Kumar and his relatives had murdered his daughter Goldie.
Police was under political pressure
Under alleged political pressure, PS City Gurdaspur made up a false story and filed a false FIR 217 under Sections 302, 201 and 34 IPC on 12 December 2011 and on the same day at 2 pm, ASI Joginder Singh, SHO Joga Singh, Inspector Yadvinder Singh, DSP Garib Das and DSP Ajinder Singh along with other police officers raided his quarter and complainant Manoj and his relatives were also taken into custody.
Officers of the said police party kept the complainant and his relatives in illegal custody for 10 days in different police stations. Manoj Kumar and his relatives were tortured to confess to the murder of the woman. During his interrogation also, the police party caused internal injuries to the complainant. Due to which his legs are still swollen and his hands are also not working properly. Parents died due to shock
Not only this, Manoj Kumar says that his parents and another family member died due to the shock of being kept in illegal custody by the police officers. Later Manoj Kumar exposed the conspiracy of his in-laws and took refuge in the High Court. After this, a case was registered against about 8 people including Manoj’s wife, his father-in-law, brother-in-law and other associates on the charges of false conspiracy against the complainant and murder of a woman. They have also been sentenced to life imprisonment by the court on 9 March 2017. After the sentence, it is reported that some of them have also got bail.
On the other hand, after the intervention of the High Court, a district court has started hearing the case against the then police officers ADGP Ram Singh, then DIG Amritsar Kunwar Vijay Pratap (now Aam Aadmi Party MLA), IPS Jaskirat Singh Chahal, SP Gurcharan Singh Goraya, DSP Ajindar Singh, DSP Garib Das, DSP Yadvinder Singh, SHO Joga Singh and ASI Jagdev Singh on charges of illegal detention of Manoj Kumar and his relatives, torturing them and tampering with documents.
Summons have been issued earlier as well
Summons were issued by the district court to the police officers to appear before it as per the rules. Out of which ASI Jagdev Singh has got bail, while a petition for surrender and bail was filed by the then DSP Garib Das through a lawyer. After hearing the case, he was also granted bail yesterday. Apart from this, summons have been issued to Ram Singh, Kunwar Vijay Pratap Singh, Gurcharan Singh, Ajindar Singh, Inspector Joga Singh, Jaskirat Singh Chahal to appear again on 7 September 2024. While arrest warrants of ASI Yadvinder Singh, another alleged accused in the case, have been issued by the court.
