Senior Journalist. Chandigarh.

In every province of the country, the cooperative movement has a different identity. In other words, the path of progress of every section of the country is associated with this campaign. The cooperative department decides the path of progress along with employment for every section from the youth. But, recently in Punjab, the cooperative department passed a new law and fixed the registration fee of the cooperative society to lakh rupees. This disappointed the sections associated with every sector. But, when the matter came to the notice of senior leader Shankar Dutt Tiwari associated with Sahakar Bharti organization, he raised the matter with full force before the government, considering the importance of the matter. Finally, after a long time, the Punjab government was forced to take its decision. Now the fee of cooperative societies under the Cooperative Department has been fixed at Rs 10,000. Shankar Tiwari has expressed his gratitude to the Chief Minister of the state Bhagwant Mann and Principal Secretary VK Singh.

This was the first decision of the government

Earlier in the year 2023, the Cooperative Department of the Punjab Government made the registration fee in lakhs of rupees instead of thousands. Regarding this decision, every section of the state and political parties prominently opposed the Mann government. But, the state organization minister of Sahakar Bharti raised this decision very prominently. At every district level of the state, a memorandum was submitted to the District Magistrate in the name of the CM of the state. It was clearly stated that the decision should be withdrawn immediately. After this, the pressure on the state government started increasing. Because, in no part of the country, the Cooperative Department had increased the cooperative society registration fee so much. Under compulsion, on the orders of the Mann government, the Principal Secretary of the Cooperative Department had to withdraw his decision and now a notice of the fixed fee of Rs 10,000 had to be issued.

The fee was made 20 lakhs

According to the old decision of the government, the fee was then made 20 lakhs. Earlier, the registration fee used to be around thousand. Under whose pressure the state government had to make such a high fee, it has not been clear till now. However, CM Mann himself is in charge of the cooperative department. It was also learned from the sources that the department had suffered a lot of loss in this department in the past. Perhaps, the department may have taken this step to cover this loss. At present, after the government took the old decision, happiness returned again in the class associated with the cooperative department. They also thanked the CM and also made him realize that they will always stand as the voice of the common people against the wrong decisions of the government.

Repeated letters proved effective

State organization minister of Sahakar Bharti, Shankar Dutt Tiwari, said that he had opened a front against the government on the very first day regarding this matter. He met people associated with the cooperative department living in every part of the state. Their demand was raised prominently before the government. At the first level, letters were sent to the CM and the Cooperative Secretary of the state through e-mail. When no proper response was received, a memorandum was submitted to the CM at the district level. In this, the demand was mentioned prominently and the decision was termed wrong and a demand was made to withdraw it immediately. When the matter reached Principal Secretary VK Singh, he gave time for a meeting. During the meeting, he was told that the cooperative movement is the backbone of the state, if the fees remain high, then especially the youth associated with this class will go away. This will cause loss to the government and the department in the future. Finally, the government had to withdraw its old decision.
