The Punjab government continues to lag behind in developing the necessary infrastructure for the adoption of electric vehicles (EVs). Punjab ranks 16th among 17 major states in the India Mobility Index 2025, while its position has also dropped seven places in the overall ranking of 36 states and union territories. In contrast, Chandigarh ranks fourth with 71 points, according to a NITI Aayog report.
Jab receives a total of 39 points
Punjab receives a total of 39 points in the India Mobility Index 2025. Among major states, Maharashtra ranks first with 78 points, followed by Karnataka with 73 points and Tamil Nadu with 61 points. Only Gujarat, with 38 points, is below Punjab. In the combined ranking of 36 states and union territories, Delhi ranked first with 84 points, followed by Maharashtra in second and Karnataka in third, while Chandigarh ranked fourth with 71 points.
Punjab Scored 49 Points in Private EV Registrations
Punjab scored 49 points in private EV registrations, while commercial EV registrations only scored 15 points. In terms of government efforts, the state scored 67 points. Punjab scored 40 points in the vehicle-to-charger ratio, highlighting the need to further strengthen the state’s charging infrastructure.
NITI Aayog Made These Recommendations
The report recommends providing special incentives for scrapping old vehicles to promote EVs. Relaxation in permits for commercial EVs and reduced electricity rates for charging stations are suggested. Strengthening charging infrastructure by prioritizing capital subsidies for charging facilities and simplifying the approval process is also recommended. Establishing centers of excellence for skill development in the electric mobility sector is also suggested.
EV Sales Increase, But Still Lag Behind Petrol and Diesel
EV registrations in Punjab are steadily increasing, but their share remains low compared to petrol and diesel vehicles. In 2024, 19,858 two-wheeler e-vehicles were sold in the state, which increased to 27,264 in 2025. Similarly, 4,150 e-vehicles were sold in 2024, which increased to 8,367 in 2025.
The Government Made These Provisions in the Policy
The Punjab government has extended the Electric Vehicle Policy by one year to promote e-vehicles. This policy will now remain in effect until February 20, 2027. Under this policy, people continue to receive incentives for the purchase of e-vehicles. The policy was implemented on February 21, 2023. It also includes provisions for developing charging stations and EV infrastructure.
