MALKEET BRAR.AMRITSAR.
The bid for the parking space of Guru Nanak Dev Hospital was postponed. Because, no applicant reached to give the bid. At the same time, there is a serious allegation of highhandedness on the GNDH management. Whereas, the argument of the medical team appointed for the bid was that all the work was done according to the law. The allegation is completely wrong. There was also a discussion that before the bid, a legal notice was sent from Punjab and Haryana on the petition filed by an applicant. Despite this, the bid was done. The management committee said that they have not received any notice of stay, but, the reply to the notice was sent by the Medical Superintendent. At one time, the situation in the hospital had become very tense, but, the bid was postponed for the next time. This time there is also an allegation of sidelining the old applicant. The interesting thing is that this time a high-ranking leader of Amritsar politics also showed interest before this bid. It is being told that his close friend was very keen to take the contract of the parking lot. But, at the last moment he withdrew his name.
Recently, the hospital management had issued an advertisement in the newspaper for the parking contract in Guru Nanak Dev Hospital. In that, the time for the contract was fixed as 13 December as per all the conditions. All kinds of information was given as per the rules. Meanwhile, only 3 applicants arrived to take the contract. All gave DD of 5 lakhs each. This time the contract price was fixed at least up to 35 lakhs. It is worth noticing that the one who was running the oldest contract of this parking lot was ignored by the hospital management. It was alleged that he was removed from here without giving any notice. The owner of the old parking lot took the help of law and filed a petition against the hospital management in the Punjab and Haryana High Court. It was told in it that the hospital behaved very rudely with him. The court sought a reply from the hospital management. For now, the hospital management has told that they have given their reply to the court through their advocate. There was no ban of any kind, so the bidding is being done. No one is being rejected, the application of the previous contractor was not taken due to complaints. The matter of a high-ranking leader getting the contract for his close aide also became a topic of discussion. For now, no one made any sarcastic remark on this. For now, the bidding for the contract has been postponed for the next time.
…What do the rules say?
According to the rules, the contract of parking in the hospital is given to the applicant whose conduct and all the documents are complete. There should not be any criminal record of any kind. The documents sought should be complete. If someone’s old contract is running, then according to the rules, there is no objection in giving him the contract again, but, the hospital management can consider not giving the contract on the basis of some solid complaints, but, the hospital management completely ignored the old contractor. Which is absolutely wrong according to the rules.
Old contractor’s allegations against hospital management
Old contractor Neeraj Sharma accused the hospital management of harassing him openly. His contract in the hospital has been going on for many years. He always worked according to the rules. Till date, there has been no complaint of harassment of anyone. He only helped some poor and helpless people. Despite this, he claims that the hospital management has filed a false complaint against him. According to the rules, he should have got the first opportunity to bid for the contract, but the hospital management did not even take an application from him. It is surprising that people without experience were invited to participate in the bid for this contract. Although the High Court has sought a response from the hospital, I do not think they would have given any response. I am also not going to remain silent, I am going to knock the doors of the High Court again against the harassment happening with me, I hope I will get justice in the court.
…Everything is going on as per the rules–Hospital Management
For the bidding of this parking, the Medical Superintendent constituted a committee under JP Atri. It is being told that there are a total of 6 doctors in this committee including other doctors. Atri told that all the work was done within the ambit of law. A proper advertisement was issued in the newspaper. There were complaints against the old parking contractor for parking doctors and outside vehicles inside, so his application was not taken. At present, no one has come to bid, so it has been postponed. All the allegations against him are baseless.
